The Signal

10Y 4.94% | SOFR 3.85% | 30Y Mtg 6.95% | Sent 55.2
SOFR printed 3.85% on Sept 17, up 23bps from 3.62%, while the 10Y fell to 4.94% and the 10Y-2Y spread compressed to 0.25. Floating construction debt just got more expensive at the exact moment take-out debt got cheaper. For garage condo developers that inverts the usual playbook: speed to certificate of occupancy and speed to unit closings matter more than rate timing. Condo-structured sellouts retire the construction loan unit by unit instead of waiting on a stabilized refi. That structural advantage widens every month SOFR stays above 3.80%.

THE ASSET

Industrial rollover risk favors owner-occupied small bay

$12.73B of industrial CMBS faces lease rollover risk per Yahoo Finance on Sept 17, and FedEx contraction alone highlights $3B of CMBS exposure per Bisnow on Sept 18. That is big-box tenant concentration risk. A 490 to 1,080 sq ft garage condo sold to an owner-user carries none of it. There is no single credit tenant to lose, no 200,000 sq ft vacancy to backfill, and no rollover cliff, because the buyer holds fee title to the suite.

Supply math is turning supportive. Building permits printed 1,394K in August against 1,433K prior, down 2.72%. Construction spending fell to $2.158T in July from $2.168T, down 0.47%. Less new product, and the 20 ft clear height with 14x14 door spec is not something a conventional shallow-bay industrial developer builds by accident. Industrial production held flat at 103.07. We do not have a public garage condo price index, so underwrite off actual comparable closings in your submarket rather than national industrial averages.

What it means
You are underwriting a for-sale product against a rollover-risk comp set, which should widen your spread to conventional industrial, not narrow it.

BULLISHPermits down 2.7%, construction spend down, and the comp set carries $12.73B rollover risk you do not.
THE DEMAND

Hershey record attendance meets soft durable goods print

America's Largest RV Show in Hershey posted record-setting opening day attendance, the highest since 2021, per RVBusiness on Sept 18. That is the single cleanest read on the buyer who fills a 14x14 door. Total vehicle sales hit 17.19M in August against 16.757M prior, up 2.58%. Consumer sentiment jumped to 55.2 from 49.5, an 11.52% move. Real disposable income rose to $18,122.5B. Unemployment held flat at 4.1%.

The counterweight is real. Durable goods spending fell to $2,380.1B in July from $2,404.7B, down 1.02%. Units get bought at shows and paid for over years, so the show floor and the PCE line can diverge for two or three quarters. Product cycle is still expanding: Aliner is reviving the Alite for 2027 after a decade out, OPUS upgraded the OP15 and OP13 with more storage, and MOORE Expo launched its Trailhead program for early-stage overland brands. More units sold, more units needing 20 ft of covered height. We have no RV shipment or registration data in today's signals, so treat show attendance as sentiment, not volume.

What it means
Demand-side sentiment is improving faster than demand-side spending, so lease-up assumptions should lean on the durable goods line, not the show headlines.

NEUTRALRecord Hershey attendance and 17.19M vehicle sales offset by durable goods down 1.02%.
THE CAPITAL

Institutions crowding logistics while nontraded REITs shed

CalSTRS added $5B in CRE commitments on Sept 17 and Ares launched a $2.4B U.S. logistics JV with a Canadian pension the same day. Industrial CMBS is tracking a record year with SASB deals leading share. Capital wants industrial exposure. It wants it in $50M-plus tickets, which is precisely the chunk size garage condo development cannot absorb, and that is why this stays a sponsor and family office game rather than an institutional one.

The other side is visible too. DWS is liquidating a nontraded REIT after heightened redemption activity, reported Sept 18, and Blackstone is weighing a secondary sale for a real estate fund. Open-end vehicles are managing liquidity, not deploying. Meanwhile credit is calm: high yield spread flat at 2.70%, CRE loan delinquency down to 1.53% from 1.56%. Construction debt is clearing. Basis Industrial landed a $24M construction loan for a Wayne, NJ self-storage project on Sept 16, an adjacent comp that tells you regional banks will still write ground-up paper on cash-flowing storage-adjacent product. The 30-year mortgage at 6.95%, up 19bps, matters because it prices the individual suite buyer's alternative use of capital.

What it means
Construction debt is available but priced off a 3.85% SOFR, so your sellout pace is the real underwriting variable.

NEUTRALDelinquency 1.53% and HY 2.70% are benign, but SOFR up 23bps and REIT redemptions persist.
THE TAX ANGLE

Opportunity zone reporting rules tighten for fund sponsors

Treasury published proposed regulations on Sept 11 implementing new statutory requirements for qualified opportunity funds to file information returns with the IRS, furnish statements to investors who dispose of QOF interests, and require qualified opportunity zone businesses to furnish statements to their QOF owners. Certification and decertification procedures are being updated too. If you are sponsoring a garage condo project inside a designated zone, the compliance burden is moving from self-attestation toward annual documented reporting. Build that into your fund admin budget before closing, not after.

Separately, the mechanic most garage condo buyers underuse is cost segregation. A suite is not one 39-year asset. Site work, paving, fencing, exterior lighting and landscaping generally fall to 15-year land improvements. Door operators, dedicated electrical for lifts and compressors, and specialty mechanical can fall to 5 or 7-year personal property. On a 1,080 sq ft suite that reallocation can be meaningful relative to purchase price, and it interacts directly with whatever bonus depreciation percentage applies in your placed-in-service year. A separate Aug 20 proposed reg under section 250(b)(3)(A)(i)(VII) touches depreciation in the export-income context and is not relevant to a domestic garage condo owner. This is general information, not tax advice. Run it with your CPA.

What it means
If you own a suite and never ordered a cost seg study, you are likely depreciating land improvements and equipment on a 39-year line.

BULLISHCost seg mechanics intact; OZ change is reporting burden, not benefit reduction.
Submarket Watch
Buford, GANo garage condo specific data. Gwinnett signals were an industrial fatality and a rail fatality, not development activity.
Fort Mill, SCItalian EV charger maker bought a building for $28.4M Sept 17; Walmart site advancing toward warehouse distribution use.
Concord / Lake Norman, NCLake Norman townhomes drew neighbor support against planner denial; Huntersville heard a townhome pitch near Red Line station.
Forney, TXNo Forney or Kaufman County signals in today's feed. Nothing to report beyond national rate and demand data.
Benton, KYNo Marshall County or Kentucky Lake signals today. Regional boating demand read has to come from national marine trade.
Week Ahead
→Hershey RV Show closes Sept 20; watch for final attendance versus the 2021 record.
→Track SOFR daily. Another 20bps above 3.85% reprices every floating construction draw.
→Comment period opens on the Sept 11 QOF information reporting proposed regulations.
