| STILLINGER CAPITAL | Small-Bay Flex & Garage Condo September 27, 2026 |
| 23,599 RV units shipped in August 2026, down 16.4% year over year, with 2026 shipments off 14.2% at 207,191 units. That is the flow number, not the stock number. The installed base of roughly 11 million RV-owning households does not shrink when factory output falls, and neither does the parking problem. Garage condo demand is driven by owned units needing covered height, not by new units leaving Elkhart. But underwriting new phases on pre-sale velocity assumes a buyer with a fresh toy. Fewer new toys, slower pre-sales. Watch absorption, not shipments. |

| THE ASSET |
Two separate outlets covered neighbor opposition to a proposed Fort Mill warehouse, WSOC on September 24 and the Charlotte Business Journal back on August 12, citing traffic and noise. Lake Norman commissioners rejected a residential rezoning on September 22 to what the Charlotte Observer described as boisterous cheers. This is the supply story for small-bay flex. Every industrial or residential project that dies at a planning board is capacity that never competes with you, and 490 to 1,080 sq ft garage suites generate a fraction of the truck counts that trigger the opposition.
National construction inputs are cooling. Total construction spending printed $2.158 trillion in July, down $10.1 billion from June. Permits fell to 1,403K in August from 1,433K, housing starts to 1,275K from 1,309K. Industrial production was flat at 103.07. Falling residential volume frees up subcontractor capacity in the Carolinas and North Georgia. Slab, steel and door crews that were booked solid on homebuilder work get cheaper and faster for a tilt-up flex shell.
| BULLISH | Entitlement friction limits competing supply while soft residential construction loosens subcontractor pricing. |
| THE DEMAND |
RVIA reported 23,599 units in August, down 16.4% from 28,212 a year earlier, with year-to-date shipments at 207,191, off 14.2%. Durable goods spending fell to $2.3801 trillion in July from $2.4047 trillion, a 1.0% drop. Consumer sentiment cracked to 51.7 in August from 55.2, a 6.3% decline. That is the bear case and it deserves respect. Discretionary big-ticket purchases are the leading indicator for garage suite pre-sales.
The offsetting prints matter. Total vehicle sales rose to 17.19 million SAAR in August from 16.757 million, up 2.6%. Real disposable income climbed to $18.1225 trillion from $18.0549 trillion. Unemployment held flat at 4.1%. Kropf Industries is breaking ground on a 61,000 sq ft park model expansion in Goshen, and Thor is showing 2027 Class B models at its Open House. Manufacturers building capacity into a down shipment year is a signal about their read on the installed base, not a guarantee. We have no county-level HOA restriction data or collector car index in today's feed. Do not assume it.
| NEUTRAL | Shipment and sentiment declines offset by vehicle sales, income growth and stable employment. |
| THE CAPITAL |
The 10-year Treasury hit 5.18% on September 24, up from 5.11%. The 30-year mortgage followed to 7.03% from 6.95%. SOFR ticked to 3.88%. The 10Y-2Y spread widened to 0.36 from 0.31, a 16% move, so the curve is steepening and the long end is doing the work. That is a real cost-of-capital headwind for anyone financing a shell or offering seller paper.
Credit itself is open. BREIT is lining up a $1.71 billion CMBS refi against a 19 million sq ft industrial portfolio, and Blackstone upsized a UK industrial CMBS from £617 million to £1 billion on demand. High yield spreads sit at 2.80%, still tight even after a 7bp widening. CRE loan delinquency fell to 1.53% from 1.56%. Stepstone tapped CMBS for a self-storage acquisition, an adjacent comp showing lenders remain willing on small-tenant industrial-adjacent product. Bisnow reported August volume carried by M&A while single-asset sales slumped. Big paper clears. Small single-asset deals are grinding.
| NEUTRAL | Debt markets liquid and delinquency falling, but 5.18% tens raise every hurdle rate. |
| THE TAX ANGLE |
The Federal Register published a correction on September 28, 2026 to the rule on Information Reporting Regarding Qualified Opportunity Zones and Updated Qualified Opportunity Fund Certification and Decertification Procedures. If you hold a garage condo project inside a QOZ through a fund, this governs your certification and decertification paperwork, not your economics. Read it with your CPA before your next filing cycle. The headline mechanic is unchanged: a QOF that holds property for 10 years can step basis to fair market value at sale, eliminating gain on the appreciation.
The more common mechanic for a single-unit garage condo buyer is cost segregation. A garage suite is not one 39-year asset. An engineering study typically carves out site work, paving, landscaping, fencing, security systems and specialty electrical into 5, 7 and 15-year lives. On a 1,080 sq ft suite, that reclassified slice can be material in year one if bonus depreciation applies. A separate proposed regulation under Section 250(b)(3)(A)(i)(VII), published August 20, touches depreciation language but addresses domestic corporation deduction eligible income, not garage condos. This is general information, not tax advice. Get your own counsel.
| BULLISH | Cost segregation on small-bay product materially accelerates deductions; QOZ guidance is procedural, not restrictive. |
| Buford, GA | Gwinnett County broke ground on a pantry warehouse September 25. Industrial activity continues in the county. No garage condo specific data. |
| Fort Mill, SC | Neighbors pushing back on a proposed warehouse per WSOC September 24, echoing August coverage. Entitlement risk rising for big-box. |
| Concord / Lake Norman, NC | Board rejected a Lake Norman mega community September 22. Divided board backed townhomes near a future CATS rail station. |
| Forney, TX | No Forney-specific signal today. Adjacent DFW read: Hunt Sports plans a mixed-use district at Toyota Stadium in Frisco. |
| Benton, KY | No new data today. Nothing in the feed on Marshall County or Kentucky Lake recreational demand. |
