| STILLINGER CAPITAL | Small-Bay Flex & Garage Condo October 2, 2026 |
| The 10 year closed at 5.29 on September 30, three basis points higher, and the 30 year mortgage jumped 25 basis points to 7.28. That is what your buyer's capital costs. The offset is real: durable goods spending rose $48B to $2,443.6B in August, up 2.0% in one month, and total vehicle sales printed 16.982M, up 2.42%. People are still buying the toys. They are just financing the real estate to park them at seven percent plus. Underwrite slower sellout, not weaker demand. |

| THE ASSET |
Total construction spending printed $2,203,129M in August, up 0.85% and $18.7B over the prior month. That is the number that sets the floor under a 20 foot clear, 14x14 door shell. Meanwhile residential is shedding volume. Permits fell to 1,403K, down 2.09%. Starts fell to 1,275K, down 2.6%. The practical read for a small bay developer is that concrete, steel and tilt panel pricing are not getting easier, but the concrete and framing crews coming off housing jobs are the one place you may claw back schedule and labor cost.
Comps matter here. Industrial outdoor storage is now placing in CMBS as investor appetite grows, per Structured Credit Investor on October 2, and industrial CMBS issuance is gaining share with SASB deals leading. IOS and small bay flex share the same DNA: low building coverage, high yard and door value, owner user tenancy. The bond market learning to price one helps the other. Adjacent self storage comp: SmartStop is committing $140M across the US and Canada by year end. What does not exist is a national garage condo price index or public absorption series. Anyone quoting market wide sellout velocity is quoting their own book.
| NEUTRAL | Construction spending up 0.85%, housing starts down 2.6%. Cost pressure plus labor relief cancel out. |
| THE DEMAND |
Forest River announced that XLR Toy Haulers has surpassed 15,000 cumulative retail unit sales. Read that as the cleanest single proxy for this asset class. A toy hauler with a rear ramp garage does not fit a seven foot residential garage door, will not clear most HOA driveway covenants, and needs height for a lifted side by side on a rack inside it. That is exactly why 14x14 doors and 20 feet of clear height get built. Durable goods spending at $2,443.6B, up 2.0% month over month, and vehicle sales at 16.982M say the hardware is still moving.
Now the other side. Consumer sentiment fell to 51.7 from 55.2, down 6.34%. Real disposable income slipped to $18,410.5B. Unemployment ticked to 4.2% from 4.1%. Soft sentiment typically means buyers keep what they own rather than add to the fleet. For a garage suite that is survivable, because the existing fleet needs a home regardless of whether the next unit gets purchased. Watch the dealer channel directly: the Route 66 RV Network gathers October 12 to 14 in Colorado Springs, and Overland Expo East runs October 23 to 25 in Arrington, Virginia. No new HOA covenant or municipal parking ordinance data appeared in today's feed. That demand lever is real but unmeasured this week.
| NEUTRAL | Durable goods up 2% and 15,000 toy haulers sold, offset by sentiment at 51.7. |
| THE CAPITAL |
SOFR printed 3.87, down three basis points. The 10 year printed 5.29, up three. The 2s10s spread widened to 0.46 from 0.41, a 12.2% move in one session. That configuration flips the usual construction math. Floating construction paper at SOFR plus 275 to 350 lands somewhere near 6.6 to 7.4 percent, and a permanent takeout priced off a 5.29 ten year does not improve on it. Which means velocity of unit sales, not spread negotiation, is what protects a small bay developer's equity this cycle. Presales carry more weight than a rate lock.
Institutional appetite for industrial credit is genuinely strong. BREIT is nearing a $1.7B CMBS loan on an industrial portfolio. Blackstone's industrial CMBS deal swelled to one billion pounds on strong demand. Industrial SASB share is rising. None of that capital reaches a buyer purchasing one 1,080 square foot suite, who is financing through a local bank, a credit union or cash. One archival reminder on sponsor diligence: Prime Group Holdings paid $20.5M in SEC penalties tied to a self storage acquisition fund. No CRE delinquency print appeared in today's signals, so treat credit quality as unknown rather than fine.
| BEARISH | 10Y at 5.29 and mortgage at 7.28 raise both developer takeout and buyer financing cost. |
| THE TAX ANGLE |
The Federal Register published Information Reporting Regarding Qualified Opportunity Zones and Updated Qualified Opportunity Fund Certification and Decertification Procedures on September 28. Idaho simultaneously received 25 new zone designations. Here is the mechanic in plain language for a garage condo developer. If you build ground up inside a designated zone, the structure you erect is original use property, so you never face the substantial improvement test that complicates existing building deals. A capital gain rolled into a qualified opportunity fund within 180 days defers. Hold the fund interest ten years and the appreciation on that interest comes out with stepped up basis.
The September 28 item is mostly about cost and compliance, not benefit. Updated certification and decertification procedures mean a fund that trips the 90 percent asset test has a defined path to losing status, and expanded information reporting means more filings for the sponsor. Separately, for a single suite owner, cost segregation on a 1,080 square foot bay typically carves paving, fencing, site lighting and landscaping into 15 year land improvements, and a business owner using the suite may look at Section 179 on qualifying property. All of it depends on an engineering study and your facts. This is general information, not tax advice. Run it past your CPA.
| BULLISH | Fresh IRS procedures plus 25 new Idaho designations expand usable zone inventory for ground up builds. |
| Buford, GA | Gwinnett County Public Schools published a redistricting plan September 23. Household growth proxy only. No garage condo specific print today. |
| Fort Mill, SC | Moratorium expired October 1 and projects can move again. A German manufacturer leased 201,000 sf near its Fort Mill HQ campus. |
| Concord / Lake Norman, NC | Commissioners rejected a rezoning for a proposed home community near Lake Norman on September 22. Residential supply stays constrained. |
| Forney, TX | Kaufman County hosted a reentry and workforce job fair September 27. Labor formation signal, no industrial land print today. |
| Benton, KY | No new data today. Nothing in the 64 signals touched Marshall County or the Kentucky Lake corridor. |
