| STILLINGER CAPITAL | Small-Bay Flex & Garage Condo October 7, 2026 |
| The 10-Year printed 5.31% on October 5 and the 30-year mortgage jumped 25 bps in a week to 7.28%. That combination does two things to small-bay flex at once. It raises the hurdle on new garage condo development, which slows 2027 supply in Buford, Fort Mill and Forney. It also pushes end buyers toward owning a 490 to 1,080 sq ft suite outright rather than financing a bigger house with a bigger garage. Durable goods spending still rose 2.0% to $2.44T. Demand for the box is there. Capital for new boxes is not cheap. |

| THE ASSET |
Building permits fell 2.1% to 1.403M and housing starts dropped 2.6% to 1.275M in August. Total construction spending still climbed 0.85% to $2.203T. Read that together and you get a market where the dollars are flowing into fewer, larger industrial and institutional projects while small-format ground-up gets squeezed. For a 20 ft clear, 14x14 door garage condo building, the cost stack is steel, slab, doors and sitework. Those line items do not get cheaper when construction spending is rising and permits are falling.
The adjacent comps say capital likes the shape of this product even if it does not know the name yet. Industrial CMBS issuance is gaining share with SASB deals leading, Blackstone's industrial CMBS swelled to £1B on strong demand, and BREIT is working a $1.7B CMBS loan on an industrial portfolio. Industrial outdoor storage is now finding a home in CMBS as investor appetite grows. Small-bay flex sits adjacent to IOS in the capital markets mind. That is the comp to watch, not a self-storage lease-up table.
| BULLISH | Falling permits plus rising construction spend chokes new small-format supply while industrial credit bids firm. |
| THE DEMAND |
Durable goods spending hit $2.4436T in August, up $48B or 2.0% from $2.3956B prior. That is the cleanest proxy we have for the thing that goes in the box. RVs, boats, side-by-sides, trailers, collector cars. People are still buying. Meanwhile consumer sentiment fell to 51.7 from 55.2, a 6.3% drop, and total vehicle sales slipped 3.55% to 16.378M SAAR. Unemployment ticked to 4.2%. So the buyer feels worse while spending more on hard goods. That split matters because garage condo demand is driven by what somebody already owns and cannot park at home, not by how optimistic they feel.
The RV channel is active. RVBusiness just named 62 models in its 2027 RV of the Year list after Hershey and the Elkhart Open House. FRVTA is running three fall shows across Jacksonville, Tampa and West Palm Beach. Trade Only reported U.S. fishing participation at a record high. Units keep shipping. Driveways and HOA bylaws do not expand to meet them.
| NEUTRAL | Durable goods strong, sentiment weak at 51.7, vehicle sales down 3.55%. Mixed, not broken. |
| THE CAPITAL |
SOFR sits at 3.90%, the 10Y at 5.31%, and the 10Y-2Y spread widened slightly to 0.48. High yield spreads are tight at 3.12%, up just 2 bps. CRE loan delinquency actually improved to 1.53% from 1.56%. That is not a stressed credit market. It is an expensive one. The curve is positively sloped and risk appetite is intact, which means lenders will do deals. They will just price them off a 5.31% base.
What is clearing: industrial. Hampshire landed a construction loan on a 41,000 sq ft Meadowlands project. A Miami-Dade self-storage ground-up got a $20M construction loan, useful only as an adjacent comp. Blackstone, BREIT and the IOS CMBS trade all point the same direction. Bisnow is reporting the real estate investment pool is getting shallower and that multifamily's run as the golden child is over. Allocators rotating out of multifamily have to land somewhere. Small-bay flex with pre-sold condo units and no lease-up tail is a credible place for that dollar.
| NEUTRAL | Delinquency improving at 1.53% and HY tight, but 5.31% tenor rate caps development returns. |
| THE TAX ANGLE |
The Federal Register published a correction on September 28, 2026 covering Information Reporting Regarding Qualified Opportunity Zones and updated QOF certification and decertification procedures. Translation for a garage condo sponsor or investor: if you are holding a small-bay flex project inside a QOF, the paperwork burden and the decertification exposure are being tightened. A QOF that fails to meet the 90% asset test or botches its reporting can be decertified, which unwinds the deferral and the ten-year basis step-up. Know your certification status before you syndicate anything into a zone census tract.
Separate mechanic worth learning: cost segregation on an individual suite. A garage condominium is not just four walls. The 14x14 overhead door, the opener, dedicated electrical, interior lighting, HVAC serving the suite and site improvements like paving and drainage can often be reclassified into 5, 7 and 15 year lives instead of 39. Owners who use the suite in a trade or business may also look at Section 179 on qualifying equipment. This is general information, not tax advice. Run it with your CPA.
| NEUTRAL | New QOZ reporting rules add compliance friction but cost seg mechanics on suites remain intact. |
| Buford, GA | No new project data today. Gwinnett County Public Schools redistricting plan published Sept 23 signals continued household growth. |
| Fort Mill, SC | Moratorium expired Oct 1. Atlanta developer won approval for 270K SF project despite opposition. Silfab Solar nearing full operations. |
| Concord / Lake Norman, NC | Commissioners rejected a rezoning for a proposed home community near Lake Norman on Sept 22. Entitlement friction persists. |
| Forney, TX | No Forney-specific signal in today's feed. Watch Dallas eastward industrial absorption and Kaufman County permit flow. |
| Benton, KY | No new data today. Demand here tracks Kentucky Lake boat and RV ownership, not regional office or industrial prints. |
