The Signal

Refi risk $179B | Prologis dev slowing | Fort Mill 270K SF
$179B of CRE loans face refinancing risk, per Newmark's October 16 read, while Bisnow reports CRE loan stress easing even as bank write-offs spike. For small-bay flex, that split matters. Big-box industrial sponsors are refi-constrained and Prologis just flagged a development and sales slowdown. Garage condominium developers sell units to end users and retire basis at closing instead of carrying a 10-year balloon. Less refi exposure, slower velocity. The constraint is construction credit at the front end, not maturity risk at the back.
THE ASSET

Prologis slowdown clears runway for small-bay product

Prologis flagged a development and sales slowdown amid volatility on October 15. That is the bulk-industrial engine easing off, and it is the clearest supply signal available this week. Small-bay flex and garage condominiums do not compete with 500,000 SF distribution boxes for tenants, but they compete for the same dirt, the same tilt-up crews and the same steel. A national developer pulling back on starts loosens both. Bisnow also reported builders hit by the immigration crackdown on October 19, which cuts the other way on labor cost.

The comparable prints are thin and mostly adjacent. Hampshire closed a construction loan on a 41,000 SF Meadowlands industrial project. JLL placed $20M on a Fort Lauderdale self-storage development and 3650 Capital funded Yonkers self-storage. Those are the institutional comps lenders will reach for when they size a garage condo deal, and they are not the same product. A 490 to 1,080 SF suite with 20 ft clear and a 14x14 door sells to an owner, not to a leasing agent. We do not have unit-level pricing or absorption data in today's signals and will not invent it.

What it means
If you own a unit, slowing national industrial starts reduces near-term competing supply on your submarket's buildable sites.

NEUTRALSupply pressure easing, but no unit-level pricing or absorption data in today's feed.
THE DEMAND

Winnebago prints fiscal 2026 as Love's crosses 200

Winnebago reported Q4 and full year fiscal 2026 results today. The release is the single most-watched RV demand datapoint for this asset class, because garage condo absorption tracks motorhome, towable and boat ownership far more tightly than it tracks square-foot storage rates. We do not have the shipment and revenue figures in the feed, so read the print yourself before you underwrite off it. Separately, UpCountry RV's reopened the former Travel Lite plant in Syracuse, Indiana on September 1, which says the Elkhart supply chain still has operators willing to buy distressed capacity.

Infrastructure is the stronger tell. Love's senior director Jim Wheeler told Convenience Store News the company will cross 200 RV stops, five years after opening its first. You do not build 200 purpose-built RV service points for a shrinking fleet. Fishing participation hit a record high per Trade Only Today, and a private equity buyer took Burgess in the marine brokerage space. The units sitting in these suites are boats, coaches and collector cars. Participation data is the leading indicator. Shipment data is the coincident one.

What it means
Pull the actual Winnebago fiscal 2026 numbers before sizing absorption assumptions on any new phase.

NEUTRALParticipation and infrastructure both expanding; headline RV financials not yet in the signal set.
THE CAPITAL

Nontraded REITs raised six times what they redeemed

Ares and Invesco nontraded REITs raised nearly six times the capital they redeemed in Q3, per Bisnow on October 19. That is the redemption queue problem resolving. When the semi-liquid vehicles stop bleeding, the bid for niche commercial product improves at the margin, because sponsors stop selling into forced liquidity. Pair that with Blackstone's industrial CMBS swelling to £1 billion on strong demand and BREIT nearing a $1.7B CMBS loan on an industrial portfolio. Industrial CMBS issuance is gaining share, with SASB deals leading.

The counterweight is Newmark's $179B refinancing risk figure and spiking bank write-offs, even as aggregate CRE loan stress eases. Construction credit is still clearing selectively. JLL placed $20M on Fort Lauderdale self-storage. Hampshire got a 41,000 SF Meadowlands industrial project funded. Both are small to mid-size, both are build-to-sell or build-to-lease with defined exits. That is the profile of lender currently saying yes, and a garage condo project with pre-sold units fits that shape better than a speculative bulk box.

What it means
Lenders are funding small, definable-exit construction, so lead with presales and absorption evidence rather than cap rate math.

BULLISHNontraded REIT inflows six times redemptions; industrial CMBS demand strong; small construction loans clearing.
THE TAX ANGLE

IRS updates QOF certification and reporting procedures

On September 28, 2026 the Federal Register published a correction to the rule on Information Reporting Regarding Qualified Opportunity Zones and Updated Qualified Opportunity Fund Certification and Decertification Procedures. Two practical mechanics matter. First, certification and decertification are getting tighter procedural rails, so a fund that drifts out of compliance has a clearer path to losing status. Second, expanded information reporting means the IRS gets better visibility into what QOFs actually hold. If you are considering a garage condominium development inside a designated zone, the compliance burden is now a real line item, not an afterthought.

The mechanic itself is unchanged in structure. Roll eligible gain into a QOF within 180 days, the fund deploys into zone property, and meeting the holding period steps up basis on the QOF interest at exit. For a ground-up small-bay project, the substantial improvement test is usually easy because you are building new. The hard part is the 90 percent asset test at each testing date during construction. This is general information, not tax advice. Run it with your CPA.

What it means
If a site sits in a designated zone, price the new certification and reporting compliance work into the deal budget.

NEUTRALProcedural tightening, not a benefit change; adds compliance cost to zone-sited garage condo projects.
Submarket Watch
