The Signal

10Y 4.98% | SOFR 3.94% | Sentiment 48.1 | HY 3.26%
Consumer sentiment printed 48.1 in September against 51.7 prior, a 6.96% drop, while total vehicle sales fell to 16.378M from 16.98M and durable goods spending slipped to $2,422.5B. That is the toy-buying engine cooling at the margin. It does not erase the existing fleet. RVs, boats and collector cars already bought still need 20 ft clear height and a 14x14 door, and HOA covenants have not loosened. But new-unit sales velocity at 490 to 1,080 sq ft price points tracks sentiment with a lag. Underwrite slower absorption, not lower rent.

THE ASSET

Construction spending up while housing starts crater

Construction spending hit $2,203,129M in August, up 0.85% from $2,184,474M. Housing starts went the other way, 1,221K in September against 1,288K, down 5.2%, with permits at 1,398K. That divergence is the story for anyone pricing a garage condo build. Vertical construction dollars are still flowing into non-residential, which keeps steel, concrete and door hardware competitive for bids, while residential subs free up labor. Industrial production at 103.95, up 0.66%, says the tenant base making and moving goods is still working.

The adjacent industrial comp is heavy. BREIT lined up a $1.7B CMBS loan against a 19M SF industrial portfolio. Hunt and Prologis are teaming on an 11.5M SF DFW park. BKM Capital is still running a $3B spending spree on light industrial amid volatility. None of that is small-bay garage condo, and the cap rate read-through is indirect. What it tells you is that institutional appetite for small-footprint industrial has not broken. Self-storage, the adjacent comp, saw a $20M construction loan close in Fort Lauderdale, so lenders are still funding ground-up storage product.

What it means
Build cost inputs are stable and lenders are funding ground-up, but you cannot borrow an institutional industrial cap rate for a 600 sq ft suite.

NEUTRALConstruction spending up 0.85%, starts down 5.2%, institutional small-bay demand intact but comps indirect.
THE DEMAND

Sentiment at 48.1 is the number that matters

Consumer sentiment fell to 48.1 from 51.7, a 6.96% decline. Total vehicle sales dropped 3.55% to 16.378M. Durable goods spending came in at $2,422.5B, down 0.56%. Unemployment ticked to 4.2% from 4.1%. Every one of those is a direct input into whether a household writes a check for a new fifth-wheel, a wake boat or a numbers-matching restoration project. The discretionary purchase gets deferred before the storage decision gets made.

The RV channel is showing consolidation rather than retail strength. LCI Industries' board reiterated support for its merger with Patrick and rejected the unsolicited Monomoy Capital proposal as not superior. RVDA is running a convention session on dealership succession and sale. Northpoint executives are describing the Canadian market as showing resilience, which is the language of a flat tape, not a hot one. Trade Only Today's boat sales coverage is framed around seasonal transitions. We do not have current RV shipment or boat registration counts in today's signals, so treat the fleet-growth assumption as unverified.

What it means
Lean on the installed fleet and HOA-driven displacement demand rather than new unit sales when you underwrite lease-up.

BEARISHSentiment 48.1, vehicle sales down 3.55%, durables down 0.56%, RV channel consolidating not expanding.
THE CAPITAL

Ten-year eased to 4.98 but spreads widened

The 10-year Treasury printed 4.98% on October 29 versus 5.05% prior, down 7 bps. SOFR held flat at 3.94%. The 10Y-2Y spread stayed positive at 0.38, up a basis point. The 30-year mortgage fell to 7.24% from 7.32%. High yield spreads moved the wrong way, 3.26% from 3.14%, a 3.82% widening. CRE loan delinquency remains benign at 1.53%, down from 1.56%. That combination describes a market where the base rate is grinding lower and risk appetite is getting slightly more selective.

Capital is clearing where the story is simple. Tyler Henritze's Town Lane closed $1.9B, above target. Blackstone's UK industrial CMBS swelled to £1 billion on strong demand. JLL posted a Q3 revenue surge on leasing and capital markets volume. On the small end, Hampshire got a construction loan for a 41,000 sq ft Meadowlands industrial project and a developer secured $26M to demolish a bowling alley and build. Small-ticket construction debt exists. It is just priced off SOFR at 3.94% plus a spread that reflects a 7.24% consumer mortgage world.

What it means
Model your construction loan off 3.94% SOFR plus a widening credit spread, and stress the exit at a 4.98% ten-year.

NEUTRALTen-year down 7bps, delinquency 1.53%, but high yield widened 12bps and selectivity rising.
THE TAX ANGLE

Opportunity Zone reporting rules just got rewritten

The Federal Register published a correction on September 28, 2026 covering information reporting for Qualified Opportunity Zones plus updated QOF certification and decertification procedures. If you hold a garage condo project inside a QOF, this is the plumbing that governs how you certify, what you report and how you can get decertified. Decertification is the part people ignore. Losing QOF status mid-hold can unwind the deferral benefit you built the model around. Read the actual document before your next filing.

Separately, the mechanic most garage condo owners underuse is cost segregation. A 490 to 1,080 sq ft suite is not just a building shell. The 14x14 overhead door, door operator, interior lighting, dedicated electrical, floor coatings and site improvements like paving and fencing can often be reclassified out of 39-year real property into 5, 7 or 15-year lives. On a small-bay flex building, the reclassifiable share can be meaningful because the structure is simple and the equipment content is proportionally high. Run the study before you place in service. This is general information, not tax advice. Talk to your CPA.

What it means
If you own or are buying a suite, price the cost segregation study into closing costs and confirm your QOF certification status against the September 28 procedures.

BULLISHUpdated QOZ procedures plus high equipment content make cost segregation unusually productive on small-bay suites.
Submarket Watch
Buford, GANo Buford-specific print. Gwinnett County's 2,000-acre project advanced its next phase on October 12, a regional rooftop signal.
Fort Mill, SC270K SF project approved October 7 despite opposition. Residents protesting warehouse rezoning and Silfab suits. Entitlement friction is real.
Concord / Lake Norman, NC450 apartments and townhomes proposed November 1 along a congested highway. Huntersville approved Northline Row. Third Sheetz opening.
Forney, TXNo Forney print today. Hunt and Prologis launching an 11.5M SF DFW industrial park sets the regional construction backdrop.
Benton, KYNo new data today. Nothing in the 59 signals touches Marshall County or the Kentucky Lake corridor.
Week Ahead
→Watch October consumer sentiment revision against the 48.1 print. Second consecutive drop changes the absorption model.
→RVDA Convention session November 10 on dealership succession. Dealer exit volume is a fleet-ownership proxy.
→Track the 10-year off 4.98%. A sustained break below 4.90% reprices exit assumptions.
